    The Alliance For Change (AFC) on Friday accused Attorney General Anil Nandlall of helping to hatch a plot of alleged sexual abuse of a minor against House Speaker Raphael Trotman, but Nandlall has rebuffed those charges.

    “The AFC has received information that apart from the involvement of the staff, the Senior Government official was himself directly involved in the falsification of the allegations leveled against Mr Trotman and the overall scheme to tarnish his reputation,” said the AFC’s General Secretary, David Patterson.

    Reacting sharply to the AFC’s claim, the Attorney General expressed “utter shock” at being added to the long list of persons that has been implicated in the accusation against the Speaker. Nandlall bluntly denied any involvement. “The AFC has received information that apart from the involvement of the staff, the Senior Government official was himself directly involved in the falsification of the allegations levelled against Mr Trotman and the overall scheme to tarnish his reputation,” he said in a statement.

    Attorney-at-Law Jaya Manickchand , who is the sister of Education Minister Priya Manickchand, has also denied being part of a scheme against Trotman. While she has denied meeting Welshman on this occasion, she has acknowledged exploring the possibility of the Speaker privately compensating Welshman and offering an apology.

    Trotman, who is the AFC’s co-founder, earlier Friday participated in a news conference at which the allegation was leveled against the Attorney General. The House Speaker has reiterated his innocence of the sexual assault allegation by 22-year old Johnny Anthony Welshman who said the acts were committed on him when he was 13 years.

    The Attorney General admitted speaking with the House Speaker by telephone on Tuesday September 23 long after the allegations of sexual misconduct were made public. He said that as a result of that conversation, he made certain inquiries of the professional staff at the Attorney -General’s Chambers.

    Nandlall said that those enquiries revealed that Welshman- “whom to date I have never seen or spoken with”- met State Counsel , Ms. Leslyn Noble at the said Chambers. The Attorney General said that he learnt that Welshman and Noble had known each other long before and were acquainted somewhat.

    Nandlall said he was never present at or authorized that meeting and that he was unaware of the reason for the engagement and the content of the discussion. “I did not solicit any information regarding the nature of the discussion which took place thereof because I formed the opinion that it was of a personal nature,” said the Attorney General.

    Nandlall did not address the AFC’s specific allegation that the officer had directed Welshman to meet with Attorney-at-Law Manickchand.

    He described as “unfortunate that in their quest to extricate their own, from this morass , the AFC is prepared to implicate so many others.”

    The AFC General Secretary accused the Attorney General of directing Welshman of seeking legal representation.

    According to that party, Welshman’s allegations are nothing more than a scheme to avert the impending no confidence motion.

    The AFC theorized that the allegations were aimed at removing Trotman from the Speakership in a bid to delay debate and eventual passage of the motion.

    A Partnership for National Unity (APNU) intends to add its 26 seats to the AFC to pass the motion in the House where the government has a one-seat minority.

    When approved, President Donald Ramotar and his Cabinet would have to resign and call general elections within 90 days or a time-frame agreed to by the 65-seat House.

    Attorney General and Minister of Legal Affairs, Anil Nandlall has sought to clear himself in the sex scandal involving Speaker of the National Assembly and Alliance for Change (AFC) Founder Member, Raphael Trotman.

    The AFC today alleged that Nandlall was directly involved in the “fabrication of the allegations” against the House Speaker and that he directed Trotman’s accuser – Johnny Welshman – to seek the representation of Attorney, Jaya Manickchand, who is also closely aligned to the ruling People’s Progressive Party.

    In a statement issued this evening, shortly after iNews published the story, the AG said, “It is with utter shock that I learnt that I am the latest casualty in a long list of persons implicated by the Alliance For Change ( AFC ).”

    “I wish to absolutely and categorically deny any involvement in, or connection with, either directly or indirectly, the said sexual assault fiasco.”

    However, he admitted that Welshman did visit the Chambers but did not meet with him; instead he met with State Counsel, Leslyn Noble in a personal capacity.

    “On Tuesday 23rd September, 2014, i.e. long after the allegations of sexual misconduct against Mr. Trotman were made public, I spoke with Mr. Trotman via telephone. As a result of that conversation, I made certain inquiries of the professional staff at the Attorney – General’s Chambers. Those inquiries revealed the following:

    Approximately one week before, Mr. Johnny Welshman , a person, whom to date I have never seen or spoken with, met State Counsel , Ms. Leslyn Noble at the said Chambers ;

    Trotman has since denied the allegations, in which Welshman claimed that he raped him some ten years ago.

    The AFC made this revelation today, Friday, September 26, during a press conference with its full leadership team, which included its Leader, Khemraj Ramjattan, Nigel Hughes, Moses Nagamootoo, Cathy Hughes, Trotman and others.

    “Mr Trotman, following the receipt of the information, contacted the Head of the Ministry and a Member of Parliament via telephone and asked for an explanation. The Senior Government functionary, at the time, denied any involvement. A short time afterwards, the government functionary returned a call to Mr Trotman confirming that an official in his office did meet with Mr Welshman and who further directed him to Jaya Manickchand,” Patterson explained.
    He further noted that the AFC received information that Nandlall was directly involved in the falsification of the allegation leveled against Trotman and the overall scheme to tarnish his reputation.
    “I never molested any child”
    Meanwhile, Trotman, in brief remarks, again denied the allegations.
    “I have never in my life committed in any acts of a sexual nature that is illegal. I have never molested a child – male or female – and I have never, as a matter of fact, even as Counsel represented any person charged with similar offences.
    “At no time did I ever and I will never in my life do anything to hurt any child or commit any offence of a sexual nature. That’s all I want to say.”
    Trotman maintains that he will not resign as Speaker of the National Assembly.
    “Welshman has psychological difficulties”

    AFC Executive Member, Moses Nagamootoo said the Party is concerned about the young man’s state of mind, as he is “clearly in a state of considerable psychological stress.”
    Nagamootoo is of the view that the young man is not afforded “proper treatment.”
    “Judging by his public statements and most recently his Facebook posting, particularly in relation to Jesus being his legal advisor and having nowhere to sleep, clearly demonstrate that Mr Welshman is in a state of considerable psychological difficulties.”

    Meanwhile, the AFC also lashed out at Manickchand, stating that she was also part of the scheme to “entrap Trotman into paying hush money to suppress his alleged involvement in a most heinous crime thereby securing from him an admission in his participation of the alleged crime and confirming that he had something to hide in the payment of the hush money.”

    Manickchand has since admitted to contacting Trotman on behalf of Welshman; however she maintained that he [Welshman] did not retain her services.
    Several text messages released by the AFC, shows Manickchand attempting to convince Trotman to reach “a quick” settlement with the young man.

    According to the AFC, Trotman in response to Manickchand recommended that Welshman make a report to the police.
    According to the AFC, their information also suggests that the young man was promised a job upon his return to Guyana from Trinidad and Tobago and that he has reopened his bank accounts since his return.

        Anil Nandlall who had initially denied any participation in the “sexual abuse allegations” scheme against House Speaker, Raphael Trotman, may be more involved than the public is aware.
        Patterson made this disclosure during the party’s press conference yesterday which was held at the Georgetown Club.

        The AFC member said the party is in receipt of information which indicates that Johnny Antony Welshman Jnr., the “troubled accuser” at the centre of the allegations against Trotman, was directed to seek representation from Jaya Manickchand by a senior official of a government ministry.
        He later revealed that this senior official was none other than, the “honourable” Minister of Legal Affairs, Anil Nandlall.
        Patterson asserted, “Mr. Trotman, following receipt of the information, contacted the head of the ministry and member of Cabinet via telephone and asked for an explanation. The senior government functionary, at that time, denied any involvement. About 45 minutes afterward, the senior government functionary returned a telephone call to Mr. Trotman confirming that an official in his office did meet with Mr. Welshman and further directed him to Ms. Manickchand who is the sister of Minister of Education Priya Manickchand and a former PPP nominated GECOM Commissioner.”
        He said too that the AFC has received information that apart from the involvement of the staff, the senior government official, Nandlall, “was himself directly involved in the falsification of the allegations leveled against Mr. Trotman and the overall scheme to tarnish his reputation.”
        Patterson said that his party strongly believes that the allegations are nothing more than “a dastardly scheme to avert the impending No Confidence Motion.”

        Trevor Williams of the Youth For Change also sought to reaffirm confidence in the House Speaker and stated that he strongly believes that the “plot” is “only politically motivated” and meant to tarnish the reputation of the Speaker and intended to “derail from the good work done by the AFC.”

        Trotman, who was present at the press conference yesterday, was asked whether the police had made contact with him in relation to the allegations. However, one of his legal advisors, Nigel Hughes made it clear that he had specifically asked Trotman not to address any question in relation to the matter so as to avoid creating prejudice with regard to any aspect of the matter that is currently being investigated.

        Nandlall subsequently released a statement last night in relation to his involvement in the matter.           Vice Chairman of the Alliance For Change (AFC), Moses Nagamootoo stated at the party’s weekly press conference yesterday, that he is deeply concerned over the admission by Attorney-at-Law Jaya Manickchand that she had initiated an enterprise which could have resulted in the perversion of the course of justice.

          Johnny Terry Welshman Jnr., the young man who recently accused House Speaker, Raphael Trotman, of sexually molesting him when he was younger, had said that he had retained the services of the lawyer. But Manickchand has vehemently refuted the allegations.

          The AFC however, uncovered and disseminated text messages from Manickchand’s cell phone number which indicates that she apparently tried to settle the matter discreetly with Trotman, despite stressing mere days before, that she was not looking out for Welshman’s interest.
          The political party has concluded that “the troubled young man” may be part of a scheme to entrap the House Speaker and tarnish the AFC.

          The Attorney-at-Law subsequently posted on her Facebook page, a detailed statement in defence of her actions.
          Nonetheless, Nagamootoo told media operatives yesterday that Manickchand, in her letter to the press admitted to contacting Trotman. The Vice Chairman said that the result of her actions, were Mr. Trotman to have fallen for Manickchand’s entreaties, would have enmeshed the House Speaker in criminal activity.
          He said that the clear intention of Manickchand’s scheme was to “entrap Mr. Trotman into paying hush money to suppress his alleged involvement in a most heinous crime, thereby, securing from him an admission of his participation in the horrible crime and confirming that he had something to hide by the payment of the “hush money”.
          Nagamootoo asserted that Trotman immediately refused to participate in any such scheme and recommended that

          Manickchand’s client make a report of the alleged crime to the Guyana Police Force.
          He said too that the AFC is appalled that a former Commissioner of the Guyana Elections Commission nominated by the People’s Progressive Party Civic would consider initiating such a scheme, “the sole purpose of which was to pervert the course of justice and suppress an allegation of huge proportions.”

          Nagamootoo expressed that Manickchand was acting in her professional capacity and was soliciting funds for an alleged victim of a serious crime from the alleged perpetrator in return for making the criminal matter disappear. He believes that “the admission of participation in such a venture should not escape the attention of the relevant authorities.”

          The AFC Parliamentarian stated that his party is not at all persuaded by the public protestations of the former PPPC Elections Commissioner that she was “giving a friend a head’s up.”
          “If this was indeed the intention, what should have transpired was that Manickchand would have advised the alleged victim to report the matter to the police, inform him that she was unable to act on his behalf and thereafter, notify her colleague of the serious allegations which were being leveled against him and inform him that a report to the Police was advised.”

          The Alliance For Change is concerned that a young person who clearly seems to be in a state of considerable psychological distress has not been afforded the proper psychiatric and professional assistance that he clearly is in need of.” He reiterated that the AFC stands behind its founding member, Raphael Trotman, and former party leader and calls for a “full, frank, thorough and open investigation of the allegations made against the Speaker.”

    Police were this week due to seek advice from the Director of Public Prosecutions (DPP) about the sexual assault allegations by a young man against House Speaker, Raphael Trotman but already investigators do not believe that there is sufficient to charge him.

    Senior police officers familiar with the probe told Demerara Waves Online News that although the Police Force’s Legal Advisor, Retired Justice Claudette Singh could offer her advice, the law is clear that the DPP must handle such reports.

    The Sexual Offences Act states that the DPP must provide advice in such matters.

    Asked whether, based on the information collected so far, the Speaker would be charged, one police source said “they don’t have anything there” in suggesting strongly that Trotman would be cleared of the allegations.

    Twenty-three year old Johnny Anthony Welshman has alleged that Trotman had sexually assaulted him while he was a teenager. The House Speaker has vehemently denied those accusations and he and his Alliance For Change (AFC) political party have deemed them politically motivated at a time when the opposition-controlled House is preparing to debate a no-confidence motion against the government.

    Welshman has also leveled similar allegations against his father and his father’s friend. However, his claim against that man who lives at Linden-Soesdyke Highway community has fallen through based on his account of where the acts were committed.

    He has shown police an area of the house that did not exist while he was a teenager.

    The House Speaker has already secured a High Court order, restraining Welshman from publishing the allegations locally or on Facebook. Those Facebook posts have since been removed.

    Trotman has confirmed knowing Welshman and has acknowledged providing him with a very broad recommendation because he knew the family.

    When you look at the abysmal intellectual, legal and social standards in Guyana that stretch back about fifteen years ago, Johnny Welshman Jr. was inevitable. Unless this country enters the modern world with modern people, modern infrastructure and modern values, more like Welshman will drop on Guyana’s soil like mangoes on a farmers’ estate.

    This country has lost all its standards in every realm of life. Every Smart Alec believes he can delude this society. Many are doing it and some are getting away with it. To date, only Vishnu Bisram has been caught. And Bisram got away with his artistry for over five years.
    That is a long time to manipulate a country, but Bisram did it for five years. Today he is banished to the letter sections of the respected two dailies – KN and SN – with his fake polls and fake polling organization. You may dislike Bisram, but you must acknowledge that he was no fool. Bisram knew Guyana and he knew he could successfully pull off his stunts.

    The same goes for David Casavis. The Casavis book on the Thomas Carroll affair at the US Embassy was a new low in the de-edification of this comical, yet tragic land. Casavis knew Guyana, so he figured he could get Guyanese to read a badly researched book and Guyanese will jump to get it. And Casavis was right. People who knew nothing about the Thomas Carroll scandal loved Casavis’ book. Casavis was laughing at them, because he knew his book didn’t inform Guyanese about ninety percent of the things Carroll admitted to doing in this intellectually barren land.

    Someone like Shaun Samaroo laughs at this country. Like Bisram and Casavis, he knows he can pull off his game and he has pulled it off. Writing as someone who wants to see a better and united Guyana with strong moral values, he urges all and sundry to recapture the greatness that was once Guyana, but he openly practices a sickening form of political opportunism and passes it off as independent thought and he gets through.
    Mr. Samaroo had the gall to describe Ministers Priya Manickchand and Frank Anthony as the only two persons who can secure a future for Guyana. He actually said the future of Guyana rests in their hands. Mr. Samaroo overlooked the honesty of someone like David Granger, the brilliant Nigel Hughes, the nationalistic Khemraj Ramjattan and the evergreen Moses Nagamootoo.
    Samaroo finds a job at the Chronicle where he carries on a smear campaign against the PNC. But in a mediocre society, he knows he can play his cards badly, yet win. The Stabroek News is impressed with Samaroo so he is made a columnist, the same way Abu Bakr in France and our own Ralph Ramkarran are impressed with Vishnu Bisram.

    What a country Guyana is. We read what Ralph Ramkarran writes, but this same man served the PPP for fifty years and to date has not written one word about why he left. Ramkarran knows only in Guyana can such a thing happen, because a weak, dried-up nation doesn’t question anything at all. The Stabroek News is impressed with Dr. Henry Jeffrey, so like Samaroo, they made him a columnist.

    Like Ramkarran, we read Jeffrey, but Jeffrey served the PPP Government for eighteen years (my God that is a long time) and has not written even one line as to the things he saw inside the empire when he was part of it. Jeffrey is a trained academic, so he knows the extent to which Guyana has become a stupid country.

    And finally, Johnny Welshman Jr. There is so much talk about Welshman being mad. But there is method to the madness. If there is any country Welshman knows he can pull off his grand scheme of invented scandals, it is Guyana.
    He tried “sexgate” in Trinidad, but it didn’t work. Welshman operates in the opposite manner to the Midas touch. Everything Welshman touches turns to waste matter, but he gets attention in the media and he loves it.

    Welshman even got the police to take him seriously. They spent fuel and manpower on his enjoyable escapades. They took him to the Linden Highway to conjure up the things in his imagination. The things in Welshman’s imagination, he says are real events. And the society turns Welshman’s phantasmagoria into news for the very society to digest.

    Yesterday it was Bisram and Casavis. Today it is Samaroo, Ramkarran, Jeffrey and the boy in Stephen King’s novel, Johnny Welshman Jr. Who will come tomorrow and fool a mediocre nation that has lost its sense of time and place?

    Kamal Mangal, the uncle of Attorney General Anil Nandall, who became a remigrant almost two years ago, has said that he was not aware that he had to be living in Guyana to qualify as a remigrant.

    He has also denied that he did anything wrong when he used the Attorney General’s home address to apply for remigrant status which allowed him to import a high-end Mercedes Benz Sports Utility Vehicle (SUV) and other personal items as a remigrant.
    The vehicle, parked at a Delhi Street, Prashad Nagar apartment complex compound, is sometimes used by the caretaker, Mangal claimed.

    Kamal Mangal, who told Kaieteur News that he was 60, (Mangal is actually 67) came into the spotlight last week after a report in Stabroek News which said that state investigators focused on Nandlall while it was investigating a duty free racket under the Remigrant Scheme.

    Speaking with Kaieteur News on Tuesday, Mangal said he lived in the US for over 30 years and was originally from Black Bush Polder, Berbice. He flew in recently.
    Mangal admitted that he has been coming regularly to Guyana, but after applying for remigrant status, he never spent more than one month in the country. On most occasions he spent a few days.
    In Florida, where he has homes, he has been investing in apartments, renting them to tenants. In Maryland, he operates an auto body workshop.
    Within the last few years, he has been visiting Guyana more regularly. As a matter of fact, said Mangal, he had partnered with Nandlall to purchase the South Road offices which eventually house the law firm offices of the Minister.
    About two years ago, in August 2012, with intentions to come back to Guyana, Mangal said he applied to become a remigrant.
    It was granted by the Ministry of Foreign Affairs. He was granted permission by the Guyana Revenue Authority to have the necessary waivers on taxes.
    On the application, Mangal said that he listed his address as the Minister’s residence at 55 Chandra Nagar Street, Prashad Nagar, as that was where he would stay when in Guyana. Mangal said that his Tax Identification Number (TIN) was registered at the time of application to Nandlall’s address.
    Asked whether his family was also part of the application for remigrant status, Mangal said that his family still resides in Florida.

    The businessman, making it clear that he has workers managing his apartment business in Prashad Nagar, said that the application had nothing to do with his wife…Rather, he was the remigrant. His family, who lives in Florida, is planning to visit the country later this year.
    His business holdings overseas were the reason for him to be traveling so much.
    The businessman was never contacted by GRA after he brought his Mercedes Benz AMG SUV. It was registered as PPP 9090 on November 2, 2012.

    Mangal said he was shocked after that Stabroek News article as he did not believe that anything wrong was done.
    He said he has been back four times this year, spending a few weeks at a time.
    Under the country’s regulations for the Remigrant Scheme, the applicant has to sign a statutory declaration, filed with the Ministry of Foreign Affairs that he/she is coming to live in Guyana for no less than three years. The applicant has to be living overseas for more than five years to be eligible to be classified as a remigrant.
    Once approved, the file is forwarded to GRA, where a letter is then issued that authorizes the foregoing of taxes. Under the regulations, the applicant is responsible for paying 10 and 30 percent taxes, depending on the engine size. Personal effects are totally free of taxes.

    A remigrant is required to keep the vehicles for three years, or face penalties of having to pay the prorated taxes.
    The applicant, once approved, is required to visit the offices of GRA every six months, with the vehicle, its registration and as well as the passport.
    GRA is supposed to examine the remigrant’s passport to determine how many times he/she would have travelled abroad and whether they spent more time out of Guyana, than in.
    If it is found that the remigrant spent more time overseas than in Guyana, then GRA is required to write the Ministry of Foreign Affairs, recommending that the remigrant status be revoked. This means that the remigrant will have to pay the required taxes.

    Last week, the Attorney General told Kaieteur News that Mangal owned 15 apartment complexes overseas and has invested heavily in Guyana.
    The SUV was parked outside the apartment building that Mangal says he owns, on Delhi Street, Prashad Nagar.

    Nandlall reportedly said that he is unsure why his home address was listed on the paperwork. He admitted that Mangal stayed with him several times in 2012 when application was made for the vehicle.

    The spotlight has been drawn to the remigrant scheme following revelations that state auditors have been investigating a fraud scheme in which vehicles were coming in and being sold illegally, robbing the state of millions in taxes.
