    IN light of the recent accusations leveled against Speaker of the National Assembly Raphael Trotman by a young man, Johnny Welshman Jnr., who claims he was sexually abused by Trotman, General Secretary of the People’s Progressive Party (PPP) Clement Rohee assured the media last Tuesday that his party “had no part to play in that.”

    Last Friday, the shocking revelations were made by the now 22-year-old man who claimed that at the age of 13, he was molested by the Speaker.

    ALLEGATIONS DENIED
    Trotman has, however, issued a statement dismissing the allegations and tying them to political motives, more specifically, the No-Confidence Motion which is to be debated in the National Assembly next month.

    “Conveniently, such scandalous assertions are obviously intended to provide a timely distraction from the serious prevailing political situation in Guyana, which imminently requires me as Speaker of the National Assembly to guide the ship of the nation’s Parliament through the strongest test to Guyana’s constitutional democracy: the debate of a No-Confidence Motion,” the Speaker said.
    Trotman had also described the allegations as malicious and unfounded “by an unstable young man who, sadly, appears to have a troubled mind. I categorically deny his wicked assertions.”
    The lad has however maintained that his revelations were not politically motivated and that after years of enduring the torture, he has finally decided to speak out against what he describes as “wrongdoings” against him.

    CONSPIRACY THEORIES
    As conspiracy theories continue to erupt in efforts to pin the recent revelations by the alleged victim to a political party, the PPP General Secretary has held his head high, assuring that his party had no part to play in this.
    Rohee said also that the role of some sections of the media can be described as “convenient” since some sections refuse to reveal social issues enveloping the country. He noted that whenever an Opposition supporter or actor seems to be “embroiled” in public issues, they are usually spared by some sections of the media in efforts to minimize the unearthing of wrongdoings.
    However, when Government officials are caught in scandals or find themselves at the core of social issues, Rohee noted, they are never spared by these same sections of the media.
    He maintained, however, that the PPP would not stoop to that level and should not be accused in anyway of having any part to play in these recent revelations.

    The political opposition believes that a recent article in “that thing called the Chronicle newspaper” which said that
    an opposition member called for the resignation of House Speaker, Raphael Trotman pending the outcome of the sexual abuse allegations against him, is nothing but a plot designed to cause a parliamentary crisis.

    They believe that it was clearly designed to be a “red herring”—information intended to mislead or distract from a most crucial matter, to wit the parliamentary debate on the no-confidence motion.

    However, the House Speaker has made it clear that he has known of similar cases where persons were accused but only resigned when they were charged. He highlighted a case back in 2013 where the Deputy Speaker of the British House of Commons Parliament was accused of sexual misdemeanors. He did not resign when faced with the allegations but when he was charged he stepped down from the Constitutional Office.

    Trotman said that Guyana is a signatory to the Commonwealth Parliamentary Association from where he has received advice. And based on the advice he has received, he would not be stepping down based on “baseless and malicious” accusations that are being leveled against him.
    Trotman, when asked whether he would resign if charges were leveled against him, said that he would speak on that matter on Tuesday at a press conference.
    “I am a patriot. I love my country. I love the fact that I can serve Guyana as Speaker but I will do nothing to injure the reputation of the National Assembly and/or to interfere or impede the business of the House including a no confidence motion.”
    He said that he would not do anything that would divert from the smooth running of the business of the House. He added, “Rest assured that I will do what is right and in the interest of Guyana.”
    The Attorney at Law said, “I have never in my life committed any act of a sexual nature that is illegal. I have never molested any child, male or female, and I have never, as a matter of fact, even as Counsel, represented a person charged with a similar offence because of my abhorrence of matters of this nature.”
    AFC General Secretary, David Patterson, said that the intention behind “this outrageous attack” against Trotman is to derail the no confidence motion.

    Vice Chairman of the AFC, Moses Nagamootoo, said that this is clearly being done to create “a parliamentary crisis.”
    “If you don’t have a Speaker then you have uncertainty to have a motion discussed. Trotman has made a ruling on the admissibility of the motion and it would come on the order paper when Parliament resumes and I can assure that I will be there to move that motion unless something untoward happens,” Nagamootoo expressed.
    The AFC made it clear that based on its inquires, no opposition member has called for the resignation of the House Speaker in any regard and as such urged the Chronicle Newspaper “to up their stories.”
    AFC Vice Chairman Moses Nagamootoo had stated that he is deeply concerned over the admission by Attorney-at-Law Jaya Manickchand that she had initiated an enterprise which could have resulted in the perversion of the course of justice.

    Johnny Antony Welshman Jnr., the young man who recently accused House Speaker, Raphael Trotman, of sexually molesting him when he was younger, had said that he had retained the services of the lawyer. But Manickchand vehemently refuted the allegations.

    The AFC however, uncovered and disseminated text messages from Manickchand’s cell phone number which indicates that she apparently tried to settle the matter discreetly with Trotman, despite stressing mere days before that she was not looking out for Welshman’s interest.
    The political party has concluded that “the troubled young man” may be part of a scheme to entrap the House Speaker and tarnish the AFC.

    The Attorney at-Law subsequently posted on her Facebook page, a detailed statement in defense of her actions.
    Nonetheless, Nagamootoo told media operatives yesterday that Manickchand, in her letter to the press admitted to contacting Trotman. The Vice Chairman said that the result of her actions, were Mr. Trotman to have fallen for Manickchand’s entreaties, would have enmeshed the House Speaker in criminal activity.
    He said that the clear intention of Manickchand’s scheme was to “entrap Mr. Trotman into paying hush money to suppress his alleged involvement in a most heinous crime, thereby securing from him an admission of his participation in the horrible crime and confirming that he had something to hide by the payment of the “hush money”.

    General Secretary of the Alliance For Change (AFC), David Patterson has revealed that Attorney General (AG),
    Anil Nandlall who had initially denied any participation in the “sexual abuse allegations” scheme against House Speaker, Raphael Trotman, may be more involved than the public is aware.
    Patterson made this disclosure during the party’s press conference yesterday which was held at the Georgetown Club.

    The AFC member said the party is in receipt of information which indicates that Johnny Antony Welshman Jnr., the “troubled accuser” at the centre of the allegations against Trotman, was directed to seek representation from Jaya Manickchand by a senior official of a government ministry.
    He later revealed that this senior official was none other than, the “honourable” Minister of Legal Affairs, Anil Nandlall.
    Patterson asserted, “Mr. Trotman, following receipt of the information, contacted the head of the ministry and member of Cabinet via telephone and asked for an explanation. The senior government functionary, at that time, denied any involvement. About 45 minutes afterward, the senior government functionary returned a telephone call to Mr. Trotman confirming that an official in his office did meet with Mr. Welshman and further directed him to Ms. Manickchand who is the sister of Minister of Education Priya Manickchand and a former PPP nominated GECOM Commissioner.”
    He said too that the AFC has received information that apart from the involvement of the staff, the senior government official, Nandlall, “was himself directly involved in the falsification of the allegations leveled against Mr. Trotman and the overall scheme to tarnish his reputation.”
    Patterson said that his party strongly believes that the allegations are nothing more than “a dastardly scheme to avert the impending No Confidence Motion.”

    Trevor Williams of the Youth For Change also sought to reaffirm confidence in the House Speaker and stated that he strongly believes that the “plot” is “only politically motivated” and meant to tarnish the reputation of the Speaker and intended to “derail from the good work done by the AFC.”

    Trotman, who was present at the press conference yesterday, was asked whether the police had made contact with him in relation to the allegations. However, one of his legal advisors, Nigel Hughes made it clear that he had specifically asked Trotman not to address any question in relation to the matter so as to avoid creating prejudice with regard to any aspect of the matter that is currently being investigated.

    Nandlall subsequently released a statement last night in relation to his involvement in the matter. He said, “It is with utter shock that I learnt that I am the latest casualty in a long list of persons implicated by the AFC, in the sexual abuse scandal in which Trotman is currently embroiled. I wish to absolutely and categorically deny any involvement in, or connection with, either directly or indirectly, the said sexual assault fiasco.”

    The Minister said too that on Tuesday, long after the allegations of sexual misconduct against Trotman were made public, he spoke with the House Speaker via telephone.
    “As a result of that conversation, I made certain inquiries of the staff at the Attorney-General’s Chambers. Those inquiries revealed the following: that approximately one week before, Welshman , a person, whom to date I have never seen or spoken with, met State Counsel , Leslyn Noble at the said Chambers; I learnt that these two persons had known each other long before and enjoyed some degree of acquaintance. I obviously was not present at, or authorized the holding of that meeting, and indeed only became aware that these persons knew each other and met at the AG Chambers when I made those aforesaid inquiries. To date I am unaware of the reason for that engagement and the content of any discussion which may have taken place thereof.”
    He made clear that he did not solicit any information regarding the nature of the discussion which took place because he formed the opinion that it was of a personal nature.

    He said too that the AFC is appalled that a former Commissioner of the Guyana Elections Commission nominated by the People’s Progressive Party Civic would consider initiating such a scheme, “the sole purpose of which was to pervert the course of justice and suppress an allegation of huge proportions.”

    Nagamootoo expressed that Manickchand was acting in her professional capacity and was soliciting funds for an alleged victim of a serious crime from the alleged perpetrator in return for making the criminal matter disappear. He believes that “the admission of participation in such a venture should not escape the attention of the relevant authorities.”

    The AFC Parliamentarian stated that his party is not at all persuaded by the public protestations of the former PPPC Elections Commissioner that she was “giving a friend a head’s up.”
    “If this was indeed the intention, what should have transpired was that Manickchand would have advised the alleged victim to report the matter to the police, inform him that she was unable to act on his behalf and thereafter, notify her colleague of the serious allegations which were being leveled against him and inform him that a report to the Police was advised.”

    The Alliance For Change is concerned that a young person who clearly seems to be in a state of considerable psychological distress has not been afforded the proper psychiatric and professional assistance that he clearly is in need of.” He reiterated that the AFC stands behind its founding member, Raphael Trotman, and former party leader and calls for a “full, frank, thorough and open investigation of the allegations made against the Speaker.”
