Crime reports hurt local tourism — THAG
The incidents of violent crimes in Guyana continue to seriously affect the tourism industry because the country is plagued internationally with an over-inflated negative perception of crime spiraling out of control.

President of the Tourism and Hospitality Association of Guyana (THAG), Renata Chuck-a-Sang, said that this perception continues to be fuelled by local newspapers that feature incidents of violence on their front pages with ‘no attempt to balance their reporting.’

According to her, persons who live in Guyana ‘know and feel differently’ about the reality of the crime situation.

“Several of our members received cancellations and reduced economic activity…after the terrible violence at Lusignan and at Bartica.”

According to her, this kind of journalism is seen everyday, especially by the millions in the Diaspora. [...and what's so wrong with that we say?]

She said that the good stories that occur in Guyana often go unnoticed.

“This negative perception is fast becoming a reality. When the industry was beset by hugely negative British, Canadian and US advisories, following on Lusignan and Bartica,

THAG met with the British High Commission to seek a review of its advisory, which directly targeted and was particularly damaging to our members’ resorts in the Essequibo River.”
She said that the intervention by the Association was successful.

“We hope that over the next year we can work with the Ministry of Tourism and the GTA to institute much-needed damage control, especially in our key Diaspora markets where much of this is taking place. We shall continue to ask the media to take cognizance of these issues.”

THAG hosted its 16th Annual General Meeting at Le Meriden Pegasus on Tuesday. Chuck-a-Sang was elected President of the Association for a second term.

The Vice President is Lakeram Roopnarain of the National Parks Commission while the treasure of the Association is Umadatt Singh from Air Services Ltd.

At the AGM, Minister of Culture, Youth and Sport, Dr. Frank Anthony highlighted the need for more accommodation for Carifesta X.

According to the Minister, accommodation, language skills and transportation are the major challenges facing the organisers.

Dr. Anthony said that Carifesta X will be staged at multiple venues with more than 100 events being hosted during the ten days.

“We have already had confirmations from a number of countries. I think to date we have about 23 countries and as we get closer it will climb to 30.”

The Bed and Breakfast programme, which was put in place for Cricket World Cup (CWC) 2007, would certainly cushion the issue of accommodation, the Minister said.

“While the bed and breakfast programme perhaps did not work out the way we had intended during CWC, I think we will have to go back to this programme,” the Minister said.

Among the Caribbean countries that have already confirmed their participation in Carifesta X are Anguilla, Antigua, Barbados, the Bahamas, the British Virgin Islands, Cayman Islands, Cuba, Dominica, St Kitts and Nevis, the Netherlands Antilles, Trinidad and Tobago and Jamaica.

Venezuela, Brazil, Suriname and delegations from New York will be a part of the event.

Chief Executive Officer of the Guyana Office for Investment (GO-Invest) Geoffrey Da Silva is seeking the assistance of the Guyana Press Association (GPA) to investigate the recent reports by Stabroek News on the sale of Buddy’s International Hotel & Criminal Enterprise. [the same GPA that can't investigates our cocaine govt ]

At a press conference today, Da Silva said the reports, one of which was also carried in the Kaieteur News, should be investigated since some of the information contained within was inaccurate. [hmmm investigated for inaccurate information eh Geoff!]

“I question very seriously who actually did this interview, when it was done, and where it was done. I don’t want to go beyond that at this time. I would like to ask the GPA to investigate it, to find out who is Judy Fitzpatrick in St. Maarten… I do question whether an interview was carried-out with Mr. Ozkan.”

Da Silva pointed to several of the inaccuracies in the report which included, that Guyana’s Premier Criminal Enterprise [aka Buddy’s Hotel]was sold for by Omprakash ‘Buddy’s’ Shivraj for US$25M. The sale price was about US$15M [he does not know the exact number!!]. He said the main investor owns 35 hotels in different countries and not 15 as reported in the Stabroek News. [ayeeee! 35 not 15!! put dat in yuh craw Stabroek...maybe Geoff, Buddy's the gangster and Bharrat Jagdeo should release proper information to the public since public money was used to build this white elephant casino to be. oh is Guyana the public have no fucking right to know anything other than what the PPP decide they ought to know, which is NOTHING]

Stabroek News reported that Buddy’s International Hotel was sold for US $25M to Turkish hotelier Sudi Ozkan last month. The article was purportedly written by Judy H. Fitzpatrick in St. Maarten.

Da Sliva said that he has spoken to the investors but did not say what were their comments on the issue, only that sometime later this week they will speak on the matter. [the public right to know comes first again]

Stabroek News: When quizzed by this newspaper as to whether he had spoken with the investor himself and had received a denial from him that he consented to an interview, Da Silva said he had spoken with “a representative”. [you might want to read that again. as once again a govt official in Guyana shoots himself in the mouth]
He told reporters that when local newspapers carried headlines which only spoke of negative things happening in the country, investors questioned them, making negotiations difficult for him. [ayuh mek he wuk moe easy fuh he nuh]

It was lamented by the GO-Invest Head that the Stabroek News over the years seems to be bent on reporting the negative side of investments in Guyana despite the necessary information being provided to the newspaper.

“The impression is that nothing much is happening and that anything that is of any positive nature happening in Guyana, it always has to have a negative side. So that Guyanese in Canada and the United States will somehow have an impression that Guyana is a ‘deh’ bad country.”

He emphasized that efforts are ongoing to maintain an enabling environment to attract more investments pointing to the many investments that are taking place and are in the pipeline.

“The kind of the investment we are getting across the board, in mining, agriculture, tourism, wood sector is significant. 312 projects, US $564M…I gave a pile of those information to Mr. De Caries in October last year but on to now Stabroek news has not carried anything.” [a pile of rubbish?]

KAIETEUR NEWS: Embattled Chief Magistrate Juliet Holder-Allen, who has been on leave for four years for alleged misconduct, has lashed out against the Judicial Service Commission, claiming that there is misconduct there.
Speaking at a press conference at Capitol News Studios yesterday, Holder-Allen also disclosed that she would not be taking part in any hearings against her, since the officials hearing the complaints are the ones making them.

She said that she was compelled to clear the air after President Bharrat Jagdeo, during a press conference on Saturday at the State House, said that he does not interfere with the Judicial Service Commission, which is mandated to look into alleged wrongdoing by workers in the justice system. She contended that his response to a question about her suggested that she was involved in wrongdoing.

The Chief Magistrate was sent on leave after she was accused of, among other things, interfering in the ruling of another magistrate, whose contract has not been renewed; seeking to chastise former Minister Bibi Shadick on the phone; and for allegedly insulting a Mrs Duff in her court. The Chief Magistrate has denied all these allegations.

According to Holder-Allen, she was under the impression that her forced leave was about to be resolved and was “getting somewhere”.Justice Prem Persaud, Acting Chancellor of the Judiciary Carl Singh and Mrs Chandra Jagnandan, whom she described as a typist, are the persons whom she accused of causing her to be off the bench. Mrs Jagnandan signed the letter sending Holder-Allen on leave.

The matter can never be resolved unless former Chancellor of the Judiciary, Madam Desiree Bernard, who is a sitting judge on the Caribbean Court of Justice, returns to Guyana and “explains the mess”, the official said.

Listing her troubles, the official claimed that two lawyers, whom she did not name but whom she inferred were not Guyanese, were trying to poison her with sapodillas and pastries. One of these has since died.

She said that there were death threats, with murdered whistleblower George Bacchus telling her, one day before his death, that she was among a list of persons to be killed.

According to the Chief Magistrate, she is not guilty of any misconduct.She claimed, without stating when, that a group of armed men in a white car came looking for her but were directed to another place.

There are some beliefs among lawyers that High Court judges are making millions of dollars from cases before them that were initiated by a foreign assistance programme. In these matters, judges are paid thousands of dollars to clear out old and backlogged cases.If one wants to talk about misconduct, then this is one instance, and the judges involved should be disbarred for having a financial interest in matters before them.

Reiterating her demands for reinstatement, the Chief Magistrate said that she wanted all her opportunities and all that have been taken away from her.

According to Holder-Allen, she is a lawyer of good standing, who came from a reputable chamber. Therefore, there could be no justification to her being sent on leave by a clerk.

Further, with there being a clear conflict of interest, where the persons making the complaints have to hear her case in the Judicial Service Commission, the Chief Magistrate said that she has drawn the line and will not be part of it.

“I am a defense counsel, and if I cannot represent myself then I am of no use to anyone,” the outspoken magistrate said.
“The situation where there could be a clear and unbiased hearing does not exist, and I have a serious problem with that. Obviously, I have been doing something right.”

According to Holder-Allen, she has no problem standing up for justice, and if there comes a time when a decision is made to relive her of duty, the “campaign for justice” will take a significant turn. “I will lead it.”

She stressed that there are no complaints or cases against her, and she is the one suffering.The Chief Magistrate also disclosed that she is moving to international courts and has signed papers to that effect.The Chief Magistrate questioned why her leave of absence has taken four years, in the absence of any complaints.

Radio Jamaica: Commerce Minister Karl Samuda is to travel to Guyana Friday to stave off a row over Jamaica’s plans to import rice from outside the region.
As was reported earlier this week, Jamaica’s decision to apply for a waiver of the Common External Tarrif (CET) on rice has sparked outrage in Guyana.

On the communications network, Sayyed Nasrallah said that communication networks are necessary in every army, every party and militia. “It is a key part of the control and command system which has led us to victory,” Sayyed Nasrallah said. “The communications network existed since before the year 2000, but has been upgraded,” he added.
Sayyed Nasrallah reminded that the Winograd report recommended the ability of Hezbollah’s control and command be destroyed. His eminence clarified that using wireless communication systems has caused the death of many of the resistance’s cadres and leaders in previous wars adding that the “resistance’s communications network” is a system that connects bases and homes of leaders to avoid tapping and monitoring by the enemy. “Our communications network is not a commercial telephone service, but rather a military communications system that backs the resistance,” his eminence emphasized.

JUMBLATT’S GOVERNMENT DECLARED WAR; OUR DUTY IS TO DEFEND OURSELVES
The Hezbollah chief revealed that “a few months ago, the communications network issue was raised by the ruling bloc, so we made contact with them and reassured their fears. We had extended a wire from Beirut’s southern suburb to Beirut days after the 2006 war. They told us that their problem was with this particular weapon so we responded and cut the wire. They told us that we were extending wires between Jbeil and Kesserwan and we denied. They told us that we were extending a wire to Tripoli and we denied. They told us that we had extended a wire for communications between Dahiyeh and south Lebanon and we acknowledged. They told us that they fear that we would extend wires to the Chouf area, so we told them that this will never happen. They were reassured. Later on, they told us that they would turn a blind eye on all our communications network if we end the sit-in in downtown Beirut. If we were to agree, would our communications network becomes legitimate? So we refused this blackmail. Apart from this, the unconstitutional of Walid Jumblatt, not Fouad Saniora because he’s only an employee to Jumblatt, has again raised this issue. So Jumblatt’s government met and took its decisions on that black night.”

Sayyed Nasrallah said that the ruling bloc’s decision to consider the communications network an aggression against the sovereignty of Lebanon was a declaration of war.
“Jumblatt’s government declared proxy war on the resistance for of Israel and the US…This bloc is exposed. One of their goals is to push the Lebanese army into a confrontation with the resistance after all previous conspiracies proved futile. Our response to the decisions is: Whoever launches war against us, even if it were my father, we will confront him and we will defend ourselves and our weapons. The communications network is the most important part of our weapons. After the black decisions of Jumblatt’s government, we consider that a war has been launched against us and our duty is to defend ourselves and our weapons; he who warns is excused. All red lines have been crossed, so we will not be lenient with anyone. We have information that says that the communications network is only the first step to strip the resistance of its capabilities.

The unconstitutional government also decided to incriminate everyone who took part in building this network and everyone who uses it. “The network is Hezbollah’s, and I’m the party’s secretary general, I own the network and I use it. Everyone who worked on it is a Mujahid…It is forbidden to target those people…targeting them is targeting the arms of the resistance,” Hezbollah’s Secretary General said.
His eminence added that things must be said clearly as the situation has changed after the “black decisions of Jumblatt’s government.” “He who detains us, we will detain his. He who opens fire at us, we will open fire at him… Walid Jumblatt admitted he’s a liar; he admitted he’s a killer, so who’s ruling the country today? This is not a ruling bloc, this is a gang.

B.G. SHQEIR AND THE AIRPORT ISSUE
On the issue of the airport raised by Jumblatt, Sayyed Nasrallah said the title of this matter is Brigadier General Wafik Shqeir.
“Shqeir does not belong to the Amal Movement, Hezbollah or any other opposition force. The issue is that they want to extend their control on the airport, not to steal because they are already stealing; they want to transform the airport into a Mossad, FBI and CIA base. Therefore, it has become necessary to remove Shqeir. We will not tolerate such bases. His eminence the vice president of the Higher Islamic Shiite Council Sheikh Abdul Amir Qabalan called up Saniora and told him that if Shqeir had done anything wrong then open an investigation, otherwise why remove him? He was not defending a Shiite officer. When a patriotic officer like Shqeir is removed, other patriotic officers become threatened of sacking. Saniora vowed to do what he can in Shqeir’s case, but what can he do; he’s just an employee. The decision to remove Shqeir is illegitimate. Any other officer who would take over as the head of the airport security body should know that he would be an imposter who’s mission is to transform the airport into a Mossad, CIA, FBI base. Treason and collaboration have no religion.

RULING BLOC CREATED CURRENT CRISIS
Sayyed Nasrallah said that “we will not tolerate targeting our existence and our legitimacy. If they want dialogue to reach a settlement, then we are prepared. The exit is for this is for Jumblatt’s unconstitutional government to withdraw its decisions.”
“We are not worried about a Sunni-Shiite sedition. The problem is between a US project and a resistance project. In the wake of the July 2006 war, we came under a brutal campaign by politicians, journalists, writers, scholars and others, however they have failed to distort the picture of the resistance. Our weapons are not to attack anyone and not to make a coup d’état. You (ruling bloc) opened fire at your own selves. If we wanted to make a coup, you would have woke up this morning in jails.

Answering a question about how Hezbollah assesses Saudi Arabia’s positions, Sayyed Nasrallah expressed hope that the kingdom does not repeat its mistake in 2006 and works wisely by not taking part with a group against the other.
One reporter asked Sayyed Nasrallah about Mufti Kabbani’s call for who he called “aggressors” to withdraw from Beirut. His eminence stressed there are no aggressors in the capital and that the people there are residents of Beirut, “the people who live in Beirut and elect in Beirut.”
“There is no civil war and reporting the facts are being exaggerated. Yes there is omen of war, but this is the war that the others have imposed. We do not want war with anybody. He who took those black decisions that could lead to war should take them back, and then everything ends.”
His eminence stressed “we bargain on elections not on fighting.”
“Our resistance is not sectarian…and does not seek power. I’m not asking for support, I’m not asking for help; all I’m asking for is to understand us and not be dragged to the path that would only benefit the US and Israel that is celebrating it’s 60th birthday on the ruins of our sanctities.”

The matter of Ranvanlee Chan, the 10-year-old boy from Sisters Village, East Bank Berbice, who was alleged to have been brutally beaten by members of the Guyana Police Force on January 1, 2008, is not to be put to rest because the administrators connected to this incident have been contacted by me in the hope that little Ranvanlee would be given a chance to overcome his ordeal. So far nothing has been done. I should mention that it was about two months ago that this boy’s father died, so his situation now is a bit worse that it was immediately after he was released from hospital.

After this atrocious act was made public I was contacted by the corporal who was then in charge of the Sisters police station; the mother and grandparents of Ranvanlee were also contacted by him, all in an effort to show remorse and offer some monetary compensation to this unfortunate child. That has not happened and I have not even been contacted by anyone from the police force to discuss the matter.I spoke to the Minister of Human Services and a probation officer was sent to interview Ranvanlee, so that report may be somewhere, if in fact a report was filed. Either way, nothing further has been doneI have sought the assistance of a friend who is an attorney, and I was advised that I should proceed to the courts to seek redress and compensation for this deprived kid. As a result I wrote to the Administrator of the New Amsterdam Hospital and requested a medical report, which would or should highlight Ranvanlee’s ailment and the treatment he received. After three weeks went by without any response from the hospital I went to enquire about the report, only to be told by a member of staff that the letter should not have been sent to the administrator it should have been sent to the CEO, who is Dr Mahadeo.  One would have expected that the letter would have been channelled to the person responsible. That notwithstanding, I wrote to the CEO and to date I am still awaiting a medical report.

Subsequently the office assistant to Dr Mahadeo called me to tell me that the report was ready for pick-up on a particular day. Before I reached the hospital she called me to tell me that Dr Kalikapersaud had to check the medical report and she would call me when it was available. To date she has not called me.

To assist in the appropriate action being taken against the police I wrote to the Commander of  Berbice Division, requesting the names of the officers who were part and parcel of the ordeal that Ranvanlee suffered, and he too has not responded to my request. So, believing in giving people the benefit of the doubt I went to the Commander’s office and there I spoke to Superinten-dent Balram Prasad, who told me that my letter should have been directed to the Commissioner of Police. I sent a letter to the Commissioner and to date have not had a response. The courtesy these people extend to the public leaves a lot to be desired.

I am asking the powers that be to advise these personnel to step up and deliver. The Ranvanlee saga is just about to begin. This little boy deserves better than he is getting at the hands of those who hospitalized him and from the ones who are empowered to make the lives of people like him worth living. Minister Manickchand ought to have had counselling in place for this child and not just send a probation officer to question him and expect that all is or will be well. Her ministry has done nothing and no one has even contacted me to show that there is any concern by asking or suggesting what should be doneAnd to my friends out there I am asking that you write to the President and the Ministers of Health and Home Affairs and voice your discontent at the attitude of these senior personnel. I need help and that help must be by way of pressuring the Government of Guyana to step into this wicked and cruel arena and stop this type of behaviour, not to adopt a ‘don’t care a damn’ attitude. Ranvanlee may be poor, but he is a human being and a very frail and fragile one at that, and he must be treated and regarded as a human being.

Today (Monday) is Indian Arrival Day, a national holiday in Guyana and it does allow one to wonder and reflect on the treatment our beloved foreparents received at the hands of the white masters during and after the ships, the Hesperus and Whitby, had crossed the ‘Kala Pani.’ I ask, how different is the treatment they received from the treatment Ranvanlee Chan received at the hands of uniformed upholders of the law. Amidst this decay of the social order and threat to black survival, PPP leaders engage in delusional denials that racial discriminate is nonexistent. After 15 years in office, they parrot their 28th year PNC rule mantra as a sinister crutch for a revisionist schema to eviscerate black contribution to Guyana’s development. An example of their revisionism is their reference to Cheddie Jagan as the “father” of the nation. He is not. Forbes Burnham undeniably is. Burnham brought independence to Guyana. The PPP must not be allowed to rewrite history. We must block them at every attempt.

Discredited PPP representative and dinosaur of Guyana’s “Apan Jhaat” era of racism, Dr. Tara Singh, is an obdurate executioner of racist revisionism. He has metamorphosized from a relic of the culture of hate to a political hooligan who is equally incapable of competing in the arena of rational ideas without inciting racism. A vestige of Guyana’s 1960’s civil (race) war, Singh is an innately dishonest and immoral creature, who has injected his insidious brand of bigotry into Guyana’s contemporary politics like a cancerous poison in the bowels of a nascent national polity.

His evildoings include conspiracies with the Office of the President and the state-owned Guyana Chronicle newspaper to attack me and other African Guyanese leaders, while vehemently denying us the right to respond. Their refusal to publish the views of Afro-Guyanese is a manifestation of the PPP’s oppressive, ethnocratic governance. They usurp the resources of the state for the sole benefit of the Indian collective and practice their philosophy of “Apan Jhaat” - Indian supremacy - African hate. But why are they afraid to publish the views of Africans? African Guyanese pay taxes. They must use their ingenuity and innovative genius to force a change of course.

Renowned Austrian sociologist, Friedrich Otto Hertz, said that “At the heart of racism is the religious assertion that God made a creative mistake when he brought some people into being.” Singh’s actions proves Hertz’s theory. A proven racist, cloaked as a self-styled Indian nationalist, Singh is head of a racist group called the Indian Caribbean Council, of which the sole qualification for membership is race. While there are legitimate reasons for ethnic identity and the preservation of ethnic culture, the purpose of Singh’s group is not cultural empowerment. Rather, it promotes racial supremacy and Hindu sectarianism in a multi-ethnic, multiracial society. This brand of racial fundamentalism has, in some countries, burgeoned into forms of religious extremism.

Similar racial, extremist groups exist in America as well, although they are mostly reserved for Caucasians. The Ku Klux Klan (KKK) comes to mind. In order to understand the nefariousness of Tara Singh’s brand of fanaticism and the danger it poses to social justice and racial equality in Guyana, one only needs to observe the workings of the PPP in Guyana. Their objective is to promote Indian supremacy and to effect the diminution of the role and influence of non-Indian Guyanese. It is this PPP trademarked bigotry that fuels Singh’s fanaticism and desire to spawn a cross-border racial axis that is rooted in the evil philosophy of ethnocracy.

Singh has been defender -in -chief of, and has praised, Ronald Gajraj and Roger Khan for their atrocities. The two allegedly ran the Phantom death squad which has executed over 400 African-Guyanese young men, with impunity. These murders have never been investigated. Singh is an advocate of their mercenary behaviors and has openly embraced Gajraj’s alleged agenda of paid assassination of African Guyanese.

He is a narcissist whose ethnic triumphalism mocks the African murder victims of the Phantom death squad. He insults their families and boasts that the killing of their loved ones cannot be proven in a court of law, being so certain of the official protection afforded the perpetrators. For those families and their community, Singh’s embrace of the evils of Gajraj’s death squad must carry a consequence and certainly must weigh like an albatross around his neck.

He lives comfortably in Queens, New York. Those who suffer the consequences of his despised philosophy are the poor in the depressed communities of Guyana. They, the African Guyanese collective, and the Guyanese people as a whole, must hold people like Singh to account, using every avenue of the law and legitimate civil action to bring them to justice. In Rwanda, enablers, accomplices and agents provocateur of crimes against humanity, who used the state media and other medium to enable genocide, also found themselves at the feet of justice under international law.

Singh is part of an ethnic cabal who advocates that the pass PNC government’s alleged misdeeds justify the subjugation of and discrimination against blacks. They attempt to use the most vituperative, repugnant and pseudo-intellectualizations to justify their hate. But the true basis of their reign of terror on the black population is innate hatred of blacks.

Singh, who does not know that I am of African, Indian and Portuguese descent, claims that I am a racist for exposing the culture of “Apan Jhaat.” But such is the psychology of a racist. The former racist South African President and apartheid leader Pieter Willem (P.W) Botha said that Nelson Mandela and other ANC leaders were racist because they condemned apartheid. White racists in America thought the same of Dr. Martin Luther King, Jr., Rosa Parks, Marcus Garvey, Medgar Evers, etc. It is natural for bigots to use the race card against critics, as they have no defense for their bigotry. However, we wear those labels as a badge of honor for the defeat of evil. Oprah Winfrey likes to say that the best deterrent to racism is excellence. My creed is to work even harder to expose racism.

In his dangerous yearning for an ethnic axis, Singh demonstrates a misplaced bitterness towards Prime Minister Patrick Manning’s and the PNM’s victory, in Trinidad and Tobago. The PNM’s resounding political victory over Basdeo Panday and the UNC in the last two general elections must be galling. On April 28, 2008, Singh called PM Manning a dictator and a racist. It is an outrageous charge. That this bigot can muster the audacity to call Mr. Manning a dictator and a racist, more so when he spews the fulminations of an ethnocractic cabal in Guyana, is repugnant. To him, any non-Indian who dares to defeat a perceived ‘Indian’ party or exposes fundamentalist racism is a racist.

Singh is ostensibly being paid by the PPP government’s Information Agency to engage in slash and burn politics to counter criticisms of the Guyana government as a racist in chief. He resorts to desperation and hooliganism as he defends the PPP hegemony and diminishes Guyana’s potential for racial harmony. But the latter can never be accomplished with racial dinosaurs like Tara Singh around. They pollute the conduits to national cohesion by bequeathing their reservoirs of hate, bigotry and xenophobia to new generations.

The PPP’s justification for its rampant racism and Jim Crow-like policies, is that the previous PNC government, which last governed Guyana 15 years ago, committed similar wrongdoings. They adamantly refuse to conduct an introspection of themselves or inquire into the merits and demerits of particular allegations. Instead, they act like uncivilized creatures, launching smutty propaganda campaign to vilify the victims. Their hatred is so profound that it doesn’t allow them to be of any help to Africans.

Defending the Pro Chancellor, Dr. Prem Misir, Tara Singh wrote in the Guyana Chronicle on April 28, 2008 that I launched a scathing attack on Dr Prem Misir of UG on the basis of “perception and innuendos.” But Singh is con. My observations about Misir were factal and are irrefuted. I criticized Misir for using his position of Pro-Chancellor of the University to demonstrate his proclivities for racial politics. I said that his prejudices are openly and recklessly promulgated by pen in the daily media as he enmeshes himself into his party’s ethnocratic politics.

I also observed that Misir’s conduct, when measured against any objective standard as well as the required integrity of other University heads in the region, is an unpalatable embarrassment to his colleagues in academia. He engages in offensive, ethnic revisionism and conclusions underpinned by an overt racist agenda which is unacceptable. Nothing in this is perception. Is Tara Singh telling us that the jaundiced, racist rhetoric, published in the state media under the signature of Misir are an illusion? I challenge Singh and Misir to identify a single University in the region where its head engages in divisive, racist politics.

In response to Singh’s infantile claim that Misir has written many books and that I am attempting to sully his character, I would ask; Is Singh aware that Hitler also wrote a book called “Mein Kampf” (My Struggle), which was a best seller, and that America’s best known racist and imperial wizard of the KKK, David Duke, also wrote a book?

Singh also regurgitated the PPP’s delusional claim that there has been no racial discrimination against blacks or marginalization of blacks as there is no evidence of such. The intellectual dishonesty that pervades Singh’s ethnic cabal is so palpable, that it is bewildering that they can stare you in the face and tell you the elephant in the room is a dog! And they believe that if they repeat this lie enough times, then the underlining problems will disappear. They govern by wishful thinking.

He has claimed that PNC, under Forbes Burnham, committed acts of racial discrimination against Indians, and rigged elections. However, Dr. Singh should remember from his association with the farming community that there were East Indians who benefited immensely, financially and politically, from Burnham’s economic measures regarding the substitution imported food. Additionally, many East Indians supported the PNC at the polls, including the 1978 referendum, and were privately encouraging the government not to change course. The country might have been better-off today in light of the impending food crisis.

One does not have to look very far for “empirical evidence” to support this fact. Indeed, I would look to Dr. Singh’s own writings for verification. In 1978 he co-authored a study which established that Burnham had garnered significant Indian support and that the PNC had mass support among Indians at the polls. Now that an Indian party is in power Singh has conveniently changed his tune. But was Tara Sing honest and credible then or is he honest and credible now?

My sense is that he was honest then and that he is demonstrating his “duck-curry” opportunism by changing his opinions for political expediency to pander at the table of ethnic power. He prostitutes himself for a paycheck and has no moral or professional compass. He is like a dog with a bone who seeks another master with a new bone, and drops the old bone and runs for the new one, forgetting that the mange from the old bone has scared his mouth.

On the issue of racial discrimination and marginalization, Tara Singh claims that there is no evidence of discrimination against, or marginalization of, Africans. His source is the conclusions of a supposed study by Dr. Prem Misir. Misir contends that empirical data disproves African marginalization in Guyana. Again, they are attempting to tell blacks that the 800 pound grey elephant in the room is a dog.

This is an attempt to condition us to think that there is no PPP racism; although Misir has now discredited his original position by being forced to admit that his study was a subjective analysis of what he calls “social marginalization.” This means that he deliberately ignored racial discrimination, which the PPP has employed as a political and economic noose around the necks of blacks.

The entire premise of Misir’s “so-called” study was fraudulent. Thus its alleged findings are bogus and lack credibility and academic fortitude. It is predicated on and designed specifically to countervail the argument racial discrimination against blacks, black marginalization and exclusion from the decision making process. It intent was to seeks or fabricate subjective indicators to undermine the discrimination argument. It is a dishonest premise and conceptualization that disacknowledge marginalization as a consequence of racism, racial discrimination and the PPP efforts to denigrate them as lesser race.

Moreover, Misir’ story was not genuine review of sociological investigation of marginalization. It contained no determinations or comparative analysis on marginalization among other social groups that are specific to gender, religion, race, sexual orientation, age, ethnicity, etc. This is so because he did not conduct a scientific survey among these groups. When pressured, he claimed that “Our findings focused on only social marginalization; and social marginalization has to do with examining the levels of ethnic participation in the occupational structure….I have been presenting findings addressing the ethnic distribution of participation in the public service.”

So, not only does he admit that the findings he has presented ignored prima facie evidence of racial discrimination, but that his so-called study is not a representation of a scientific analysis and holistic review of his own definition of “marginalization.” His alleged findings are noting but a cooked-up ethnic assessment of participation in the government service a fairly pedestrian exercise, and a sham that cannot withstand academic scrutiny.

For Misir’s education, a Pomona College study made the following sociological determinations about racism, which is the basis for discrimination and marginalization in society. The study found that:

“Racism is hating or disliking a group of people based on the color of their skin.”

“Making assumptions about people based on their race.”

“Intolerance or prejudice against another race.”

“Violence towards others based on race differences.”

Attitude, action, or way of life whose outcome oppresses people of color and benefits “White” people (other race), regardless of stated intent.

“A power system that disadvantages some races for the benefit of one or more others; buying into and making use of this system.” “Unfairly limiting, overtly or covertly, consciously or unconsciously, someone’s life chances on the basis of their ethnicity.”

“Racism is the institutionalized oppression of groups of people based on their race.”

“Institutionalized roles that accord wealth and status to some “racial” groups and not others.

Further, according to the United Nations Convention on the Elimination of All Forms of Racial Discrimination, the term “racial discrimination” is “any distinction, exclusion, restriction or preference based on race, color, descent, national or ethnic origin, which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life.

Sociologists Noel Cazenave and Darlene Alvarez Maddern theorize racism as “…a highly organized system of ‘race’-based group privilege that operates at every level of society and is held together by a sophisticated ideology of color/race’ supremacy. Racist systems include, but cannot be reduced to, racial bigotry.”

If Prem Misir genuinely wishes to investigate “marginalization” in Guyana, then I suggest that he must first determine the causations of this social consequence. I submit that PPP racism and racial discrimination has resulted in the marginalization of Afro-Guyanese. This practice is pervasive.

It order to arrive at sound conclusions on this matter, Misir must first conduct an objective scientific survey among Afro-Guyanese to determine whether they have experienced or witnessed racial discrimination and/or believe it exists. He must then investigate specific complaints or instances of racial discrimination and the effect discrimination against blacks has on the society.

It is in the latter contexts that I argue that the PPP government is deeply engaged in massive social, economic and political racism in Guyana. It is this racism that inspires racial and political discrimination and has led to marginalization. Any number of scientific studies will validate this analysis.

Energy Summit

The NWC continued the ANC’s preparations for its participation in the national energy summit due to be held on Friday 16 May. The ANC is confident that the summit will provide workable and sustainable solutions on the question of electricity tariffs and pricing policy.

The ANC calls on all stakeholders to make an earnest and concerted effort to resolve these matters in the interests of all South Africans, particularly the poor, bearing in mind the current economic environment.

Trade Policy

The NWC received a briefing on South Africa’s approach to negotiations on international trade policy. It expressed concern at the uneven process of liberalisation, which disadvantages countries of the developing world.

The ANC supports the South African government’s approach to multilateral trade negotiations. It is important that agreements reached strengthen the position of the poor, provide greater access for products from developing countries to developed markets, and do not undermine food security.

It is important for countries in the SADC region to work together to avoid a ‘race to the bottom’. The integration of our region is highly dependent on our ability to develop intra-regional trade and secure trade agreements that benefit the entire region.

SABC

The meeting received a briefing by the ANC Study Group on Communications on the situation at the South African Broadcasting Corporation (SABC). The meeting reaffirmed the right and responsibility of the parliamentary portfolio committee to perform its oversight role.

It concurred with the portfolio committee in its expression of concern at the apparent breakdown in relations between the SABC board and management - which has been aggravated by the leaking of a confidential internal memo.

The NWC understands that the expression of no confidence by the committee was based on the board’s failure to exercise its care, knowledge, diligence
and fiduciary duties pertaining to the corporation.

It called on the SABC board to respond positively to the serious concerns that have been raised.

Deployment of ANC Deputy President

The ANC can confirm that the name of ANC Deputy President Kgalema Motlanthe has been submitted to Parliament so that he may be sworn in as a Member of Parliament. The matter of where he would be deployed in government - as mandated by the last meeting of the National Executive Committee (NEC) - remains work in progress.

Zimbabwe elections

The release by the Zimbabwe Electoral Commission (ZEC) of the results of the presidential election is a positive development , which is long overdue. In the event of the run-off vote, it is critically important that an environment exists for the people of Zimbabwe to exercise their right to vote in a free, fair and peaceful manner. In this regard, the ANC expresses concern at reports of violence and intimidation emanating from that country.

The ANC continues to support the mediation efforts, led by South African President Thabo Mbeki, which made a significant contribution to the fairness and peacefulness of the first round of voting. These mediation efforts need to continue so that the process can be seen through to a conclusion that represents the will of the people of Zimbabwe.

Release of Khampepe Report

The ANC welcomes the release of the full report of the Khampepe Commission into the Directorate of Special Operations (DSO).

While the key recommendations of the Khampepe Commission have been in the public domain for some time, the release of the full report strengthens the ANC’s case for the dissolution of the unit.

In particular, the report highlights many of the serious concerns that led to the resolution of the ANC’s Polokwane Conference on this matter.

These include the overlapping mandate and potential for conflict between the Scorpions and the SAPS, the lack of coordination and cooperation between the Scorpions and SAPS on priority crimes, and concerns about the DSO’s intelligence gathering functions.

The ANC hopes that this report will contribute to a considered and rational public debate on these issues.

Royal Dutch Shell over the weekend shut down more of its production following fresh attacks on its facilities by militants in the Niger Delta.

Militants suspected to be members of the Henry Okah-led Movement for the Emancipation of the Niger (MEND) on Saturday launched an attack on a flow station in southern Bayelsa State.

They were said to be reacting to a ruling of a Federal High Court in Jos that the dreaded Okah should be tried secretly.

Shell sources say oil wells and other valuable equipments have been blown up in the attack which brings fifth the numbers of attacks in just over a month, a development that has led to the shutting down of about 164,000 barrels a day by Shell in the country.

Attacks by militants in the area have resulted in the halving of the nation’s entire oil production, a trend which has consequently led to great economic loss with an end- effect on world oil price, which has been on the upward drive.

Minister of Home Affairs Clement Rohee today visited four police stations in the city and reiterated government’s commitment towards improving the work environment of members of the Guyana Police Force (GPF). He also indicated that several stations will be renovated this year.

The Minister inspected the East La Penitence, Kitty, Alberttown and Brickdam Police stations this morning and expressed dissatisfaction over the state of the stations’ infrastructure.

“Water facilities, lavatory facilities and general sanitation facilities need to be radically improved. The infrastructure of the stations needs rehabilitating …some of these stations would undergo some vast improvement,” Minister Rohee said.

During his visit to the Brickdam Concentration Camp, Minister said that the state of the lock-ups will be addressed but noted this will take a while.

“The conditions of the lock-ups and at most of the stations need to be vastly improved particularly at the Brickdam Police station.” He noted that the stations which had lock-ups but were abandoned will be reinstituted. Speaking on the issue of shortage of ranks the Minister said the presence of Rural Constables (RCs) can help to complement the work of the force particularly with the recent drive-by shooting of the East La Penitence station.

“At the annual Officers’ conference this matter was discussed where the issue of community policing in ‘A’ division is seriously lacking as well as RCs coming from community policing can help significantly. I think the rural constabulary can be of tremendous assistance to give the necessary support to police stations where there is a deficiency in terms of the ranks.”

Shortly after midnight on April 29 gunmen discharged a volley of shots that hit the walls of the La Penitence station, located at the junction of Mandela Avenue and Arapaima Street.

The actual strength of the Guyana Police Force is 2,552 while the establishment is 3,570 and the administration is fully aware of the shortages of ranks and has been pushing for the establishment of more Community Policing Groups (CPGs) which rural constables to assist the Police in crime fighting. Since 1993 government has been investing a lot in the law enforcement agencies to improve their capacity.

In this year’s budget, the security and defence sectors have been allocated $13.7B to improve their capabilities.“The main issue is to work towards the resolution of these problems and put in place the necessary where it all whether its human resources, enhancing the infrastructure, the physical appearance and the conditions under which the Police eat and sleep,” Minister Rohee asserted.

“These are areas we need to work on in order to bring a greater degree of efficiency and professionalism…in the course of this year a number of these issues will be addressed,” the Home Affairs Minister said.

After moving to Seattle to attend college, she was active in the Chicano movement, union mobilizations, and pioneering feminist organizations. She graduated with a degree in Editorial Journalism and later received a Master’s Degree in Library Information Studies. She is co-editor, with Nellie Wong, of the anthology Voices of Color.

Megan Cornish is a longtime activist for women’s rights and racial justice, and an avid student and teacher of Marxist theory. She was one of the first women in the country to become a journey-level worker in the utility electrical trades. She and Heidi Durham co-wrote Women Workers: Sparkplugs of Labor, a study of the political impact of the changing demographics of the U.S. labor force.
