Guyana govt ‘borrows’ another $32.9 million USD from big whitey
April 7, 2008 — The Finance Minister of Guyana Ashni Singh and the President of the Inter-American Development Bank Luis Alberto Moreno has signed two loans for a total of $32.9 million for an agricultural export diversification program and a power sector program. Agricultural Export Diversification
A $20.9 million financing will support government efforts to promote the diversification of the country’s agricultural exports. [promote among who? and diversification of what and for who's gain?]
The Agricultural Export Diversification Program aims to increase Guyana’s export growth rate and reduce its volatility. The program comprises four main components: promotion of private sector entrepreneurship in agribusiness [riiiight]; improving agribusiness export and facilitation services [oh okaaay]; strengthening agricultural health and food safety services [uhhhh huh] ; and rehabilitation of drainage and irrigation systems [ok if you say so]
Power Sector Program
A US$12 million loan will support the efforts of the government to promote a more sustainable and efficient power sector. [for one million we can point you to your own studies that shows it is not sustainable] The program is envisioned in a three tranche policy based loan within a medium-term framework of institutional reform.
Financing will support activities in the power sector that will promote an enabling environment to encourage the promotion of sustainable reduction of electricity losses; improve efficiency by supporting institutional, legal [lock more people up?], and regulatory reforms, establishing planning and priority setting [who will get blackouts when] in the sector that will contribute to the sustainability of electricity reductions; and to strengthen the power utility company capabilities in areas of corporate governance, transparency and accountability.

aam, who has to pay back this money? i guess it’s us, the poor hard-working guyanese people. will there be accountability?(RHETORICAL QUESTION). who will ensure that the money is spent for the right purposes??? how will the guyanese people benefit (we know that the government will benefit,as always) from this?
