Chinese store owners in Guyana do not have diplomatic immunity - Zhou Xing, Embassy Press Officer

Dear Editor,The embassy would like to respond to a letter of Ms Hema Persaud, published in the Stabroek News under the caption “This store gives no bill, refused a refund” which you forwarded to the embassy. In the letter, Ms Hema Persaud wrote: “the Chinese stores are protected by the Chinese Embassy and some of the store owners even have diplomatic status”.
The embassy wishes to clarify that only resident or non-resident diplomatic missions enjoy diplomatic status within the state they have been sent to, which has been clearly stipulated in the Vienna Convention on Diplomatic Relations. Store owners would never have diplomatic status, regardless they are Chinese or from any other country. Speculation will not give these store owners diplomatic status.
The embassy urges its citizens including store owners to act within the framework of local laws and regulations and their legitimate rights and interest will be duly protected by the embassy.
Yours faithfully,
Zhou Xing (Press Officer)
Embassy of the People’s Republic of China
